IPTV in the UAE

The UAE is a large market for IPTV, driven by expats who want TV from home. It also has strict laws: a federal copyright law, a cybercrime law with heavy fines for hiding a crime behind a false IP address, and regular police raids on sellers of IPTV boxes. Here’s what residents should know.

IPTV is how many UAE households receive licensed TV: the country’s telecom operators, e& (formerly Etisalat) and du, sell TV packages delivered over their networks, and broadcasters and streaming services sell subscriptions through apps. That is all licensed IPTV.

What isn’t legal is streaming or selling channels without the rights. That breaches Federal Decree-Law No. 38 of 2021 on Copyrights and Neighbouring Rights, which carries fines and, for repeat offences, imprisonment. The UAE takes enforcement seriously, and it doesn’t only target sellers: in June 2026, Dubai Police warned residents that using illegal streaming services exposes them to “legal liability, cybersecurity threats and online fraud”. Raids on IPTV sellers

UAE enforcement is visible and regular:

  • November 2023 to September 2024: five raids at a warehouse at Dragon Mart in Dubai, announced by an international anti-piracy alliance with the local authorities, led to the seizure of 3,788 illegal IPTV boxes and seven arrests. The September 2024 raid alone found 3,500 boxes.
  • June 2026: Dubai Police dismantled an organised network that retransmitted encrypted international satellite channels and sold access through annual subscriptions, receiver boxes, online links and websites, in breach of the copyright law.
  • Website blocking: the Ministry of Economy and the Telecommunications and Digital Government Regulatory Authority (TDRA) block websites that infringe intellectual property. In the UAE, a service that suddenly becomes unreachable has often been blocked.

VPNs and the cybercrime law

VPNs come up in every conversation about IPTV in the UAE, so it’s worth being precise about the law. Article 10 of Federal Decree-Law No. 34 of 2021 (the cybercrime law) punishes anyone who uses a fraudulent IP address, “by using an address belonging to a third party or by any other means”, for the purpose of committing a crime or preventing its discovery. The penalty is imprisonment and/or a fine of AED 500,000 to 2,000,000.

The penalty is attached to using a disguised address to commit or hide a crime, and unlicensed streaming breaches the copyright law. UK TV for expats in the UAE

  • BBC iPlayer only works in the UK. Programmes downloaded while in the UK can be watched in the UAE, but live streaming needs a UK connection.
  • Don’t rely on a VPN to reach UK services without understanding the cybercrime law above.

Before you pay for any service

  • Assume enforcement is real: sellers are raided, and their customer lists can be too.
  • Buy TV from licensed providers: the telecom operators, broadcasters and app-based subscription services.
